Taxis and minicabs are not obliged to take passengers on long journeys, for example from one city to another. But most private hire companies will do long journeys if requested (providing there is a driver available).

Fares for long journeys can be very high so you should agree the price before you leave. It may be cheaper to travel by taxi then train then taxi to reach for very long distances.
