The law requires that passengers must wear a seatbelt if the car is fitted with them. The driver can be prosecuted if a child under 14 doesn't wear a seatbelt or child restraint (this includes baby seats, child seats, booster seats and booster cushions). Children up to 135cms in height must use a seatbelt or fitted car seat when travelling in any car.
A child can use an adult seatbelt when they reach 135cm or the age of 12, whichever comes first. You may not use one seatbelt for 2 passengers, even if they are children, and an adult may not carry a child in their lap.
Rear-facing baby seats must not be used in a seat protected by a front airbag unless the airbag has been deactivated. Children with disabilities should use a child seat or booster seat if possible, but there is an exemption if they can't. A child under 3 may travel without a seatbelt or child restraint in the back of a taxi, but any child over 3 must wear an adult seatbelt.
The penalty for non-compliance with the seatbelt laws is a £30 fixed penalty notice, with a maximum fine of £500 if the case goes to court.
